Goldman’s support means they see an advantage for their own balance sheet, not for the entire ecosystem. That’s the story of every regulatory push: the largest players write the rules that protect their moats.

Context: The Infrastructure of Certainty

Here’s what most analysts miss: institutions like Goldman are already working within existing frameworks. They use private placements, trust structures, and offshore vehicles to move capital. The Clarity Act is a tailwind, not a prerequisite. In fact, the lack of regulatory clarity is their moat—it keeps smaller competitors out. A clear, cheap compliance regime would democratize access, lowering margins for giants.

So why endorse the bill? Because Goldman wants to shape it. They want capital requirements that favor large banks, token classification that protects their OTC desks, and custody rules that require partners with existing banking charters. The real story isn’t “Goldman loves crypto”; it’s “Goldman wants to own the rails.” If you aren’t verifying the fine print, you’re gambling on a narrative that may end with “bill passes, but your altcoin is still unregistered.”

I saw the same pattern with Celsius in 2022. Everyone cheered their institutional partnerships while I ran the on-chain solvency numbers. The short was a 300% gain.
